Eastern Goldfields Regional Prison
$232M (capital cost)
New Line Architecture (via Johnstaff) was appointed by the WA State Government to provide a single individual to undertake Project Management Services to support the SP&AS EGRP Project Team on the EGRP Project. The Project Manager was to be based in the EGRP Project Team office while delivering the new 350-bed multi security level and mixed gender prison.

The State was committed to build a new Eastern Goldfields Regional Prison (EGRP) on the old prison and adjacent site, ultimately replacing the old facility.
The Project was delivered through a Design, Build, Finance and Maintain (DBFM), Public Private Partnership (PPP) procurement model in accordance with the National PPP Guidelines.  Under this structure, the private sector was invited to design, build and finance the construction of the new facility, then provide a range of facility maintenance services over a 25-year operating period.
The parties to the Project Agreement are the State of WA and Assure Partners (referred to as ‘Project Co’).  Project Co engaged John Holland / Pindan Joint Venture on a separate Design & Construct Contract, and a separate ‘Independent Certifier’ was appointed under the Project Agreement to ensure compliance with the project documentation. The new prison was opened in August 2016 following completion of Stage 1, with Stage 2 (demolition of the old prison) completed in July 2017, leaving the facility fully operational.

The State sought to appoint a firm to provide a single individual to undertake Project Management Services to support the Project Team on the EGRP Project, while based in the EGRP Project Team office.

During the Delivery Phase, the Principal required the Project Manager to work under the direction of the State’s Representative to:
  • Support the State’s Representative during the Delivery Phase to ensure alignment with the project objectives and any applicable Government Guidelines and keep the State’s Representative fully informed of site issues;
  • Come to an understanding of the various roles under the Project Agreement and recognise that any requests / instructions regarding the project must come via the State’s Representative, and assist the EGRP Project Team on all project related matters, as required on a daily basis.


Port Coogee Development $135M
Offering housing, waterfront and island lots. The Project Team provided consultancy services to Port Coogee Developments offering a complete engineering service which included civil, maritime, structural, mechanical, electrical, OHS to design and manage the forward works.  

New Line Architecture's services included management of all contractual matters, design management, tender documentation and contract administration, incl. Project Management duties to setup budget requirements, time management and quality assurance. 
Australian Fine China project
Through SKM provided internal Project Management services, including masterplanning, Design coordination and contract administration. Providing engineering support in the form of due diligence, data collection, engineering reviews, cost benefit reviews of the design options – AU$25M
Mindarie Boardwalk remedial works ~$1M
Through SKM provided internal Project Management services, SKM as Lead Engineer assisting Mirvac to design and undertake remedial works to repair failing boardwalk structures and provide electrical safety plans in anticipation of handover to council. Responsibilities included design coordination of engineering solutions and contract administration
Rise Apartment 155 Adelaide Tce ~$1M
Through SKM provided internal Project Management services, Internal design coordination and quality control, project scheduling, budget estimating and external contractor coordination


Boodarie Non Process Infrastructure Project- $200M
Through FAST (Fluor & SKM Team) Supporting the Area Project Engineer, provide Project Management services to facilitate thet Masterplanning and design coordination of specialised industrial and office facilities, civil infrastructure and site services for permanent BHPBIO Operations
Boodarie Project Temporary Construction Facilities and Common Distributables $90M 
Masterplanning and design coordination of temporary construction facilities and laydown areas required for the construction of the Boodarie Stockyard. The project's aims was to seek out efficiencies in contractors’ laydown areas and work front locations 
BHPBIO’s Inner Harbour project AU$35M
Through SKM Provide design coordination and cost benefit reviews of new and temporary infrastructure facilities to enable construction. The project included two wharf structures and associated on/off-shore services, Cyclone Moorings and inner harbour dredging
